Will Yancey, PhD, CPA
Dr. Will Yancey is an internationally recognized expert on audit sampling. He actively consults, writes, and presents on sampling for corporate tax departments and professional organizations. Dr. Yancey has made dozens of presentations on sampling to different groups including the Council on State Taxation, Tax Executives Institute, Institute for Professionals in Taxation, Hartman State and Local Tax Forum at Vanderbilt University, Florida State Tax Conference, Ohio Tax Conference, Georgetown University State and Local Tax Institute, Federation of Tax Administrators, and others. In 1999 he won the IPT Literary Award for a paper on sampling. His articles and letters on sampling had a significant impact on the sampling procedures adopted by the California State Board of Equalization. His book, Statistical Sampling for Sales and Use Tax Audits, was published by CCH in May 2002.
His applications of audit sampling include all types of taxes, unclaimed property, insurance claims, bank exams, and other areas. In 2001 he delivered a lecture series on audit sampling to senior bank examiners of the Polish National Bank in Warsaw. He is conducting audit sampling research in Ireland. He has been an expert witness for the Social Security Administration on sampling Medicare claims.
Dr. Yancey is a fulltime independent consultant. He began his accounting and tax career in 1983 with Peat Marwick. Subsequently he worked as a public accountant, consultant, and corporate controller for several different organizations. He has taught in business schools at Southern Methodist University, Texas Christian University, and the University of Texas at Austin.
Dr. Yancey earned five university degrees: Bachelor of Arts from Dartmouth College, Master of Forestry from Duke University, Bachelor of Accounting from the University of Minnesota Duluth, Master of Business Taxation from University of Minnesota Minneapolis, and Doctor of Philosophy in Accounting from University of Texas at Austin. In 1994 he was the inaugural winner of the American Taxation Association Teaching Innovation Award.
Dr. Yancey has been writing and presenting about useful web sites for tax practice since 1995. His web site, willyancey.com, has been recognized in The Wall Street Journal, Forbes, Journal of Accountancy, Practical Accountant, and other journals. The web site receives over 45,000 hits per month from around the world.
